Captain Robert Shane Vaz, Navguide's Chief Operating Officer, authored the "Nine Performance Influencing Factors" framework — the set of factors that shape how a ship's crew actually performs during an inspection, published in SIRE 2.0: The Navguide Playbook. The framework starts from a simple premise: ship crews are integral to the inspection system, and can overlook something or make a mistake even when equipment is in good condition and officers know the testing and maintenance schedules — that gap is where the performance-influencing factors come in.
